It almost impossible to get boost while in nuetral with a factory setup. If you put a anti-lag system on it you can then get boost while sitting there in nuetral but there are alot of side affects and I advise against it especially with the 1JZ turbos reputation.
When the engine is free revving the amount of exhaust flow isn't enough to get the compressor to spin up enough to get a positive boost reading.
