Those are lines to feed the oil cooler, they usually route them outside the bumper (along with the oilcooler it's self most of the time), pretty dodgy and they're usually not even hooked up. It's totally cosmetic. Again It's also a very common mod with those Yanki style cars, just one of many mods which mimic the Japanese domestic touring cars of that era.

oil coolers like this? 

I have since put it back inside the front bar as cams said no but it was fun for a while
