Generation of boost is also dependent on load...
Keeping the car in neutral and giving the accelerator a squirt isn't likely to produce much (if any) boost at all.
However, putting the car in drive, holding the brakes and then pressing the accelerator will give you boost, as the engine is working against the brakes.
