this is correct.
despite what one of my slightly sillier friends tried to convince me of (unsuccessfully), fuel consumption (and therefore exhaust volume) is related to load, not revs.

at 6000rpm in neutral, there's still almost no load there.
hoofing it up a hill at 100 in 3rd creates a LOT of load, hence lots of boost
