i'd ask for the engine to be restored to the condition it was given to them in - working but with a broken timing belt, and only pay for any work done up until that point. It's their bad workmanship that has cost your mate a VRS kit and head-reco costs.
they're ripping off your mate and they dont know jack-shit about toyota engines. They're also lied about the reconditioner ficlaiming it was an intereference engine.
Take back the car (even if you have to get a tow truck in) and find a reliable machanic or learn to do this yourself.
If they try to claim the car is theirs until the bill is paid, call the police and make a complaint about the mechanic refusing to hand over your property (i think it comes under a category like unlawful damage as the unauthorised work has prevented the car from running) and if they attempt to physically stop you towing the car away, call the cops immediately to the shop and get them charged and arrested for assault.
If it were me, i wouldn't pay a cent and would be inclined to send them a bill for tow-remocal and repairing their bad work. Don't go for 2nd chances as they'll screw you anyway.
