what matters most is diameter, and how mush metal there is in the actual rim of the ... rim.. all comes down to rotational inertia
thinkabout it.... the circumference of a 17" rim is larger than a 15" rim.. but they both have the same tyre diameter, there will not be much difference in the weight of the actual rubber.
if you were dedeicated, you would get a spare of each of the rims you were thinking of running, cut out the spokes, and then weight the remaining rim.. to account for different sizes or rim, multiply by radius or diameter (doesn't matter which really, since it's relative), and the rim with the lowest weight x diameter = rim with lowest inertia 
of course spokes also make a difference, btu the difference decreases as you get closer to the wheels centre..
