Yeah it can be. But the only but with it is that if you want to talk on it you'll need a licence, a bit of land space (does depend on what radio band your using) for the antenna/s and a bit of money (or you can build it yourself).
Licence - You'll be classed as a "radio station" plus knowledge of electronics, the Q-code, morse code, rules, regulations etc etc.
Land space - due to antenna size. As small as a car radio aerial to the size of a house.
Money - basicly depends on what you want.
The fun side of it is that you can make a CQ DX (calling long distance) from, say, Sydney and start talking to someone who's living at the North Pole
