Bear in mind that every engine is always trying to run flat out. It's only by throttling the airflow that we control them.
At low load (closed throttle), the engine is straining to pull air past the closed throttle, therefore, there is low pressure in the plenum.
When the throttle opens, a lot more air is allowed into the plenum, so the pressure rises.
At full throttle, there is minimal restriction to airflow, so the pressure is the same as atmospheric.
