is this a newer celica? (like one of the fwd ones?)

if so, it may be good to invest in standard springs and new shocks all round (all four corners)

sounds like the previous owner did some bad things.

standard springs and good quality shocks (the KYBs are fine) will bring your car back to a good ride hight, and provide good comfort. remember its a celica so the standard stuff is a bit sporty already.

a stiffer rear sway bar if you feel that it understeers too much still in corners.

also check all strut (shock) mounts, rubber bushings etc to see if theyre all in good shape.

i cant say much about tyres, get a 'touring' type tyre, not a high performance one. it will last longer and be quieter.
