4wd and V8 are specifically mentioned as not being relevant to the decision 
the merc wagon looks remarkably similar, and i doubt the crown wagon has a significant performance benefit over it  . they both probably have traction control and ABS and sat nav and whatnot....
the problem is that SEVS is there to cater for Specialist and Enthusiast vehicles...
just being enthusiastic about a crown wagon doesn't make it eligible
on the bright side.. just live in japan for a year and you can bring back anything you want 
or just apply for inclusion... at worst it will get banned and drive up prices (not that there are even theat many 4WD crown wagons in existence anyway.. they are not popular)
