Pitty much YES,
From memory (havn't played with this motor for awhile) the comp is lowered by the type of pistons and the size of the combustion chamber in the head. Have a look at the rules and see is you can use 18RG twin cam??

If you can rebuild the motor one thing I use to do was put VW forged 89mm pistons (1640cc VW set) or 90.5mm pistons and offset grind the crank to give shorter stroke, you will wind up with 1998CC or there about,(there are other combinations of cranks that will swap in just not shore mite be 22R) and it can be revved harder, up the valve size by changing the seats and valves put a good set of valve springs in and have the motor balanced.

If you can afford it get an good crank and have it counter weighted, Stan Pobjoy racing from Coffs did me one and the motor revs a lot smoother all the way to 9000.
