We found that there's a solenoid thingy which was controlling the throttles/carbi? to open and close when the light was on, and its controlled by an vacuum switch. The switch has two wires out of it, no idea what it is connected to atm, but we unpluged it and the weird thing disappeared, still gotta work out whats wrong with those two wires with the headlights.
