You may find the nut in the middle of the wheel fits one of the sockets of a wheel brace. Means you can use two hands for more leverage.
If the wheel doesn't come off, Supercheap sell a steering wheel remover kit for under $10. A lot less effort.

If the horn doesn't work, the old one finger salute usually does.
