Dodgy as a mofo! Ask him some questions and see if he answers in caps lock and worse English then that already is. Most of these scams are from Nigeria and are organised. They use a basic template to start with but once they get off the template you can usually tell pretty easily if it is a scam. I am a member of www.419eater.com which is all about scam baiting which is quite fun. Although, I am just a newby there it still looks quite dodgy to me. You could start a new gmail account (not tracable) and agree to the deal, get his bank details and report them to the fraud agency also.
