Removing the o/c from the bottom tank will do stuff all to coolant capacity.

Plus if its a plastic tank,you cant plug the holes up.If its a brass tank,you can remove and solder a patch on the holes but the o/c is silver soldered on and a labour intensive job.In other words"leave it in"

Does your car have p/s?if so,run the p/s fluid through there.
