the first old airbags, that were on SDV10 Camrys were mechanical, no wires. But a rod needs to be pulled to disable it before pulling off.

All other new airbags are electric, and have a "clock spring" wire from the colum to the steering wheel. It allows for about 5 turns lock to lock. So turn it 2.5 turns from the end to get the spring centralised. Its best to diconnect the battery and wait 30 seconds before pulling on it too hard. Be carefull with the yellow connector plug, this is the bit that needs to be the same on both vehicles, unless you rewire a plug.
