Could just be a "driving instructor rule" interpretation thing.

My mate had to do his driving test again last year, and he got an earful about indicating like we were taught in the old days of using a roundabout going through, indicate right on approch, then indicate left when exiting.

He said the instructor told him to not indicate at all going straight.

That seems sort of right now, now they say there is no indication upon approach, and, you only indicate left if practical on exit. (The QLD one is the same, I just looked it up).
