206/60x13 means:
- 205mm tread width
- 60 profile sidewalls, which means the sidewall height is 60% of the tread width
- 13" rim diameter.

Offset and stud pattern are two different things. The stud pattern (often called PCD or Pitch Circle Diameter) is 114.3mm (4.5") for most RWD Toyotas, including the AE86. The offset is the distance between the hub mounting face and the centre line of the rim.
