The VL turbo fuel pumps are not suited for what you're after. The std setup on the vl's is an intank pump (the sucker) and the inline pump under the car (the pusher).
I have a pump which you may have seem for sale on these forums which will actually be very well suited for your what your requiring as you need volume.
All the surge tank does is ensure (or help) the removable of air in the fuel line.
From memory the vl (inline) pump only had 2.5bar to offer where as mine is a 5bar one which is one done form the bosch motorsport pump.
