Luke, you will see 2 threaded holes in the disc 'hat'. Thread bolts into these. Steadily do up the tension evenly on both bolts, and lightly tap around the hat with a rubber mallet. You will see the disc slowly and steadily come off.
The internal drum handbrake shoes grab on the internal contact surface and cause the disc to not come off.
