My personal experience with Jap Performance have all been good. The ad in question is clearly for them to clear out some engine that are not up to there normal quality standards hence the low prices.

As for reving an engine with no water.... Water keeps them cool, Oil keeps them lubricated. It is common practice to run engines for very short periods of time with no water in them. (Unless they have a water cooled Turbo of course ! )
