A normal Gen II 3SGTE out of an ST185 GT4 (1990-93) produces 205hp (155kw). My 3S out of a jap spec GRP A ST185 makes 225hp (175kw). The 3S out of the ST205 (jap spec) makes 255hp (195kw). With a bolt on turbo kit running 6psi you would probably expect around 150kw at the engine with the 20V. I dont know how much a turbo kit is for a 20V is but if you want strengthened internals, i wouldnt be surprised if the cost of the motor ends up being around 10k which is a lot to be spending on what is at the end of the day a Corolla. If you want something a bit quicker than what you have now and aren't really interested in performance go the NA 20V route simply because of the ease of it. If you want something with potential that will make a very quick car, and you dont mind messing around with engine mounts etc, then go the 3SGTE route. It all depends on how much you want to spend and what your plans are for the car. I personally would never bothering turbocharging the 20V because it will end up much more expensive than the 3S swap.
