they actually had little tiny balls in the paint which reflected the radar in all different directions. they still showed up on radar but only looked like a flock of birds. a very fast moving flock of birds...

They make the paint matte and dark as a multipurpose camouflage. I don't think it was viable to make the stealth paint in multiple colours, so the paint is just made in one camouflage colour that is the most effective in most situations.
The stealth equipment on the F117 reduces it's radar profile to about the size of a child's bike. Radar isn't powerful enough to detect a flying bike at anything but close range. Radar will still detect F117s and B2s, but as said earlier, it's usually mistaken for a flock of birds.
To make the B2 bomber, they have to make the windows out of a special material. The cockpit is designed to reduce it's radar profile through the glass. The ailerons, flaps, wheel doors, bomb bay, engine exhaust and air intake are specially designed (I think they are tapered, if I remember correctly) to reduce radar profile. A slight miss alignment in the panels will make the radar profile of the stealth vehicle jump through the roof.
At least, thats what I have read and been told.
So if he could afford the hundreds of thousands (millions?) of dollars required to paint his car in special radar scattering paint (I doubt it) then his license plate, tail lights, headlamps, windows, wheels and gaps in the panel work would be enough to present a massive radar profile, especially at close range.
