because they don't fit within the "import rules" allowing limited foreign vehicle competition with falcadores for road space?

do you know what specific things they are, cause i've seen stock cars inwhich you need a cams license buy fully modded one don't

i dunno specifically, but things like the "15 year old rule" for importation.
the ADR stuff is things like door anti-intrusion bars, seat belt mounts (for child restraints), mirrors, proof of crash worthiness etc etc.. lots of little things.
have a google and see what you can find (maybe start at rta?)

You need a C3 cams license , or someone in a business with a C3 to purchase the car , all the car details are recorded . And its not to be used on the road . But you might be able to get around this with rally rego ?

rally rego involves going through cams and the RTA to get the car registered for RALLY use only, you have to call a Cams 1900 number everytime you want to use your car on the street, and can only be driven to and from CAMS sanctioned events and for maintenance. And you have to be a member of a CAMS car club,you have to have a cams licence, the car has to have a CAMS log book , engineers reports to cover special modifications, homologation Papers help, and the car needs to be scrutineered by a Cams scrutineer.
So really what im trying to say is dont do it unless you have a rally car

Some massif dongs feel that is a good idea to abuse the system and put their illegal cars on the street with rally registration...this just pisses off the people that are using the rally-car registering system responsibly. The last thing we (rally bogans) want is to have to trailer our cars everywhere because a group of dip-shits keep driving their rally-registered vehicles as if they are 'street legal'...which they are not, thus causing the whole system to be abolished.

The import cars you see for race/rally use only are because they haven't had the work done on them under the grey import rules.
This is mainly because they aren't eligible for importing that way.
These cars cannot be registered except for rally use, as ae86trueno said.
A lot of the states now have a different plate (Conditional use only) for the first time these cars are now registered so they stand out when a cop goes to check them.
There was also a big crack down on this in Vic a couple of years ago because some people without CAMS licences were using rally registered cars as daily transport.
The transport authorities allow rally cars to be registered despite that they contravene a lot of ADR's & turn a bit of a blind eye to this.
So don't bend the rules, or us rally freaks will hunt you down & force you to go rally driving
