is it an option to put a 2TG head on a 13T-U and fly cut the pistons? or do you have to swap the pistons because the 13T ones have an offset dome? or even better, can you get away without modifying the pistons?

If you mean a 3T-G using a 3T crank (1.8 out of a T18) then yes you can, do a search it has been covered heaps.
I have never heard of a 13T-U. Either they're very shy engines or its a typo.

apparantly the 13T (light commercial T-series motor) has a dual chamber head, and has got offset dome pistons to increase swirl and low end torque.

They're very shy engines alright, I 've got one.
13T, Jap emissions control stuff that I had to work out (!).
