Is the offset of an ra23 35? and the lug layout is 4x114.3 right?

32mm to be exact - its stamped on the original steel rims. The rest you have correct.

but I couldn't find an exact response to my question.

DOes the fact that they're actually 32 when the rim I have is 35 mean that it'll sit further out or further in?
