How much do 13" stock sprinter wheels go for? and how much do 14" dishes normally sell for??

Sprinter wheels - practically nothing, really depends on how good the tyres are on them.
What 14" dished wheels are you after, you will have to be a bit more specific than that.

will they fit my soarer without spacers, becuase i hear that they are illegal to use with my 125 tyres stretched onto 10" rims

I particularly like the "Le Creuset Ramekins" set of 4....
but I dont know about the offset.... or how theyd go on the tyre machine....
