I had this problem and all I needed was to change the fuel level sender unit. Perhaps the one you replaced it with is stuffed as well?

I would suggest that the wire from the sender to the gauge is grounding somewhere. The gauge works by resistance, so 0 Ohms = Full and 90 Ohms = Empty (As an example). So if the wire is grounded the resistance is very low and thus the needle stays on full.

mine has a similar problem, i've pulled the sender out and twisted teh float etc, but it still stays on half (which is meant to be full) and then it fluctuates going all the way to empy one minute and then back to half the next.
The light seems to come on correctly though, so i'm wondering if it's the connection to the gauge or coil

i also have a problem,
when i fill up the tank to full, the needle goes to 3/4
but when the fuel drops past 3/4, it works accordingly...
