My AE86 is in pieces at the moment (cutting out rust etc) so once every few days or so i turn on motor (4AGE) for a couple of minutes. I was browsing around felt a shock touching one of my ignition leads, then i touched the same lead but from the distributor cap and got a bigger shock, just wondering is this normal???

It's not really normal , you might have a tracking dizzie cap , or a lead with stuffed insualtion , or even a sparkplug with a cracked cermaic top.

yes, for bad wire/s, or dirt & smegma that's conductive on a wire, or a very large plug gap.
what isn't normal is for an engine to be started & run for a couple of minutes every few days. THIS IS NOT normal and/or good at all, and hurts rather then helps.
