the ding ding bell is behind the mesh circle opposite the cigarette lighter in the jdm, hooks up some how. up to ecu and dash.

the 'ding ding' is called a 'kin kon' in japan,and is an overspeed chime.
the japanese freeways have either a 90 or 100km/h speed limit,so anything over that is speeding...and the chime cuts in at 107km/h to remind you that you're being naughty.
the chime will work with either a digital or a JDM analogue dash cluster,it won't work with an oz spec unit,as the extra relay that runs the chime isn't in it. it is controlled by the cluster only,the ecu has nothing to do with it. the speedo has an output which pulses power to the chime whenever you're over 107km/h.
I have one in my car as well...
