Spray some/lots of Kenco degreaser around the engine bay and let it sit for 5 mins.Use a high pressure washer to remove all the oil, dirt etc.Make sure you wear old clothes for this as the washer is good for transfering the dirt from the engine onto you.
Blow out the plug leads, dizzy cap etc with compressed air all should be good.

Not if it's old paint no.It will bring it up better if thats the case.
But as with any degreaser keep it off new paint just to be safe.
Used to use the stuff all the time on cars and never had a problem, just had to polish the guards sometimes where they went streaky.

Use BP cleaner.
Best I've found. $18 for 5 litres. (I'm sure there are better, but they are more harsh, or are semi caustic straight, or cost a shit load)
Pour into squeezy spray pack.
Spray into paint, work with toothbrush/paint brush.
Repeat a few times.
Wash off with metho or soapy water.
Apply paint or polish.
