check the sensor first
remove temp sensor from engine, get large cup/container of near-boiling water from kitchen, attach an earth wire to temp sensor, with wire attached lower into water while keeping non-earth terminal dry, turn ignition on and see what temp gauge says - then try with cold water to make sure guage is actually working.
if the readings you're getting match operating temp readings then perhaps is wrong sensor - otherwise look elsewhere (like thermostat, radiator, etc)
