my haines manual for 18R says:
head bolts 87 ft/lb (best to do this in several stages)
valves: 8 & 12 thou - but this is when warm

and for my 2 cents
the rocker support should be tourqued to 1.7-2.3kg-m (12.3-16.8ft-lb), may as well do while you are there with the rocker cover off
intake clearance 0.18mm when assembling ie. cold
exhaust clearance 0.33mm when assembling ie. cold
head tourque is 10-12kg-m (72.3-86.8ft-lb)
intake and exhaust clearance is as stated above when warm (coolant at 80 degrees)
