i remember something like that happening on the news once in america, but it wasnt ice...

meh bye the time you get in the car would be rusted to nothing anyway, and look at the houses in the back gorud none on them hence the fact it is salt from the sea which is right behing the wall the cars are parked next to.

reminds me of that infomertial that was on years ago for some kind of oil, they freeze an engine in a blcok of ice for about 2 hours and then start it while still in the ice...............

it is ice
as i said in the other thread its a rare type of weather where supercooled rain droplets fall as a liquid and as soon as they hit the ground/cars/trees they instantly turn to ice.
u can replicate the phenomenon sometimes with your freezer when you put a bottle of water in the freezer, it doesnt solidify but its temp is still lower than 0, and when u take it out you agitate the molecules and it solidifies in your hand.
people ask about it every once in a while on the science forums.

Reminds me of another oldie, where the ice in the water pipes caused it to burst whist this guy was on holiday, and he came home to this
