Hi,
my mate from work is after an AE86 hatch from japan to use as a track car, he wants it to have some work done and only wants to spend about $5,000 on a race/rally only model.

dude its pre 89 so itll be registerable anyway, road/rally cars are bascially any 1989 or newer car that gets import approval but on the basis that it cannont be regitestered. IE no complaince plate can be attainted for the vehicle. only difference if your friend will need a CAMS licence to import a race/rally car so i dont see much point in looking for jsut a race/rally car casue they dont really fit into the catagory.

if you look hard enough, an importer may be able to bring you a $5000 ae86 coupe of some sort. No need to comply, etc...

If it is pre-1988 (replacement 15 year rule) there is no limitation on mods like with SEVS, as long as the car is still roadworthy you can have it on the road cheep! the best part is that you are in tassie. In tassie for some reason the 15 year old modification checklist is a fraction of the size of other states (unless it has been updated in the last 6 months). All you'd have to do is change the back seatbelts so that they are sash syle rather than lap style and get a flat drivers side mirror. You could get these from a wrecker and put them in your self for under $50. Engineers cert costs $200 after that + rego check and rego fees and you're on the road
Going from the couple of ae86s that i have seen people importing your mate will probably need an extra couple of thousand though!

you almost might want to consider that any AE86 that has enough mod to deem it unregisterable will probably cost 3 times your mates budget.

Generally, race and rally use means that it can't be registered, and not necessarily hi in mods.
