im guessing cyl 4 would be starved for oxygen?
since it has to pull the air through, past the intake of cylinders 1,2 and 3, and what they dont steal cant be very plentiful.

The plenum might be a bit small, but, that may well produce more power than open trumpets.
You can get resonance tuning inside the plenum.
gearb0x - Apart from the hot air pickup issues, that could work really well. Runners that long would give you awesome bottom end torque (you would loose some top end though).

9 litres is WAY too big for a 1.6 litre
generally its double the capacity of the motor that you need for a proper plenum give\take a few hunred ml's
ie for a 4age id go no more than a 3.5 litre plenum volume
and bell mouthed runners into the plenum do wonders for distribution

Isn't it only AFTER the throttle body where long runners provide uber low torque?

Not just after, the length of trumpets does make a difference afaik
but the other thing is that that "plenum" thing is just a box across all the runners, they arent separated or anything. The only thing the 4 runners doo is allow even airflow to each carby throat

Well using this idea, what would a set of "extractors" comming off the ITB's to an aitbox/pod work like?

Not while at WOT, and this is the condition most poeple tune power for.
