hmm not really a mod.. its much of a hidden easter egg that is out of reach from the players without an aid of an action replay or a patch/mod..
but rockstar denies it of making it  or prolly forgot to take it out or pretty much left it there for the joke of it...

Unfortunately despite pressure from the local industry and research groups commissioned by the government, we still don't have an R18+ rating for computer games, even tho every other visual entertainment medium does. As for them 'bringing' the classifications into line with movies etc.... pfft what a load of crap.

My thoughts exactly. I think the media have jumped on the bandwagon with this one. If they actually played the game (which, incidently, I bought before it was banned)they'd be more concerned with the actual game  . It's very sad that violence etc is totally fine for 17 y.o. kids, but the slightest hint of sex is a no-no. Ridiculous. And if people actually bothered to try out the mod... really, it's laughable. IIRC CJ & his girlfriends are fully clothed (in the original parts that were lef tin the game.. people modded nude skins on).

To be 'technical' the OFLC doesn't actually 'ban' games, what they do is either refuse to classify it or are unable to fit it into a ratings category, and due to refusal of classification the game in question is not for retail sale in Australia. The *reason* they refuse to (or are unable to) classify these games is because we don't have an adult (example - R18+) rating for computer games.
What is of greater concern is that the OFLC don't really even play the games - I doubt they've ever even seen the mod in question, and in general the voluntary classification (ESRB) is a much better reflection of the material contained in a game. However the australian government and the OFLC refuse to even use the ESRB classification as a reference when they hastily classify what rating the game gets.

i recon it was pretty fucking stupid on rockstar's behalf to knowingly release the game on pc, knowing it is likely to modded easily on pc, with the content simply 'disconnected' from the intended gameplay.
i totally agree the content should be alowed in the first place on an 18+ game rating (does't exist in aus, one of the only countries in the world that dont have it yet , this government seems to assume that all people that play computer games are kids)
...but did rockstar just assume people wouldn't be poking around to see whats under the hood?
