I am trying to search yahoo japan for some stuff but I am just getting question marks where texy should be. Is it just me? Do I need a plugin or something?

yup, you need japanese text support.
search MS support site for IME (input method editor) for japanese font.

What he said.
If you convert the page using a translator anyway... see google's language services link... then it doesn't matter, but it's faster to browse & search the pages in Japanese then translate specific pages of interest.
