I dunno about Victoria, but in NSW you do simply because it was an engine not sold here, and that enatils a million little things. The 16V or 20V thing shouldnt matter whatsoever.

check with Vic Roads, but in NSW the rules are that if the engine was not fitted to that vehicle from the factory, or there is a 15% power change then an engineer's certificate is required.
20V is from AE101, and im guessing you have an AE82 - hence you will need engineering.
