has anybody successfuly don this?
any good tips on what sandpaper and paint to use?
i want to get rid of this chrome look

get them powdercoated mate .. better than attempting to paint them as they will scratch or chip too easily
its not overly expensive to do and gives a harder wear finish

Is the current chrome stuck to the wheel well or is it barely bonded?

Wouldn't demotivate him that much..
I Painted my Wheels from silver to White, and I have been on Dirt roads, Gravel (he he), Tarmac for ages now and the paint is still sticking like never before!!!
My Wheels were painted with a etch primer first, A THOROUGH sanding first and make sure the wheels are very clean!!!
I had no problems painting them
The paint i used was Powerplus!

its actual chrome weels and i hate it. its too bling.
to my understanding chrome is a chemical type metal unlike paint so it would take alot of prepration to make it adhere.
some recommend 2pac paint over powder coating.. but i dont know which will work best

if your looking to sell that car your probably best off leaving them as chrome... it might help attract more buyers. but if you color match the rims to your car might attract more people also, either way i'd try not to do a bodgy job of it if you intend on selling it
(remember seeing your car in forsale section)

Ring up some wheel polishing places. I got an estimate for 50-80 a wheel but I dont know how it will turn out.

From the look of those rims, it would be hard to get into some of the recessed sections to clean them up properly before painting. Remember if you go ahead and paint them & stuff it up you have a set of rims nobody will want. Personally I would do as toof said "sell said wheels and buy non chrome.. less stuffing around. better finish.". If you put white rims on it before selling it, the new owner can then paint them or even buy your chrome rims from you, you can't loose.
