In NSW Pod's have to be enclosed (and or have induction noise less than 90 decibels). Also the legislation states that only dry elements can be used as oil filled filters breach EPA rules and hence can't be used.

yeah the main thing is that an exposed pod sucks in hot air. as long as it's enclosed you should be right.
well thats what my engineer was saying.

They sell all sorts of shite thats illegal for the road. One reason un-boxed oiled filters are illegal is if there is a backfire then the filter can catch fire.

how many times has that happened?, could be the same for a paper element, they have fine fibers that could catch alight easily.

That'd be one hell of a backfire on a turbo + intercooled car

Its also to do with the fact that if someone reoils them and puts too much on they suck the oil into the inlet and fuck with engines that have AFM's which then ruins emissions etc. (Eg Holden has advised ppl not to use Oil filled filters on the HFV6 as it fucks the afm and it will not be replaced under warranty.)
