1JZ boost problems

Hi,
I'm running a 1JZ-GTE with single turbo conversion, e-manage and HKS electronic boost control.
Before I could set hi-boost to 1.5 bar, and it would pull at that limit. Then I started having some problems, the most I could squeeze was around 1.2 bar with the control set at 1.5.
I was told this was due to my inferior wastegate, which I changed for TRUST (quite expensive).
I have just been out in it with the new wastegate and it is exactly the same. I set the boost to 1.5, and it jumps around on the digital display from 1.06 to 1.23. Now the mechanic says something about a solenoid, and two holes but one may be blocked. Can anyone give me any pointers or decipher this information ?
I live in Thailand, and although engine swaps are common, finding a decent mechanic is a nightmere, and communication is somewhat limited. At the moment this car is becoming a bit of a money pit. I'm about 95% there, its this last 5% which is so effing difficult and expensive.
