Do I need an Enginers report or not?

Currently i'm building up a 93 Hilux Extra Cab. my question is this, Do I need an Enginers Report to fit a set of Autotechnica seats into my car. You can see the build up on:

Do I need a report for any of the other mods i have made to the car? LIving in newcastle who should i go and see about a report and how much should i be expecting to pay?

Seats WILL require engineering in NSW.
Id say you will also require it for the tray as you have changed the description of the ute on the compliance plate.
And the fact that you dropped it 5 inches
Nice ride otherwise
THere should be an engineer in newcastle somewhere, check the RTA for locations.

apparently theres a good engineer at cardiff that a lot of people use, cant think of the name tho, ive used lakesedge in toukley with no complants
nice ute by the way im sure ill see u around sometime
