i have a 1988 camry sv21/auto..... the speedo only seems to go up to 70kmh and no further!??
i have replaced the speedo cable (from gearbox to dash!) tried
a second hand dash from the wreckers....and still only 70kmh????????????
Change the dash or the speedo itself. The whole thing is mechanical. As a test, drive without the dash in and see if the needle spins to make sure it's the dials that is the problem. Buy them from the wreckers quite easily.
Also see if the whole thing is lubricated. Spray some grease down the cable to make sure nothing is stuck.

not that im familiar with the sv21 but if you have replaced the cable and instrument panel, then the only thing remaining is the gear drive for the speedo cable if you can remove it then its worth looking at geting another. obviously you intend to drive away for the easter break, in my previous experience at this time of year, it is imposible to attain any speed greater than the limit due to the heavy traffic so just cruise and take it easy.hope this helps.
Have you checked to see if the speedo needle is bent or not?
It is very common on the SV21's for the needles to warp with the heat and touch on the glass when they get to around this speed.
