Vibration through steering wheel

Okay I'm having a few problems over 60-70 k's, nearing 80 really, where I get a lot of shudder and vibration through the steering wheel, the car behaves alright.. but it's like having dual shock permanently turned on.
On the left control arm, it looks like the rubbers cut down the centre and is in two parts and you can see the metal bit inside.. and it's like it's been hit by something. I tried taping that up to see if it would make any difference and I might be going crazy but it seemed to dull the vibration a little?..
Edit: I've tried a different set of wheels on the front and that made no difference, The brakes look okay although the right seems to not spin freely, could be a problem.
Any advice greatly appreciated of where to start looking, that is, before I can get it into a suspension place.

Only think I can think of is a good wheel balance. When i last bought tyres, the local tyre shop didn't really sell Toyo tyres so I bought them elsewhere. Had vibration through the steeringwheel on the highway ever since, went back to local shop and they balanced the wheels PROPERLY and the problem is fixed.
A wheel that is not 100% centred will do this, but it sounds like you've swapped wheels.
