They look like chromed steelies! That's interesting because I recently found out a place in Brisbane will supply brand new steel rims in any size/offset/PCD for $70 each. If I could get a style like that I reckon I'd buy a set!

I'd have to agree with Norbie - I'd be surprised if they weren't a steel wheel of some description, no doubt aftermarket.
As for the place that does them, just ring around a few wheel/tyre places in your local area, they're pretty common. Even if they can't make new ones most places will modify your existing rims for buggerall.

The spare in my car is a 16" chaser rim. Looks great. I would love to get a set for my VL too. Wouldn't fit the stud pattern but I have always loved chasers on VL's but my 15" ones would look much better as 16" ones

If steel rims are so cheap why does everyone go for mags?
Weight? How much of a weight difference is there between steelies and mags / weights of each for example?
Because if you can get rims like that for even $150 each why wouldn't you! They look mad

Guys, I have the definitive answer courtesy of the OCC (copied with permission)

The car is the pic is Don Lew's 84 Supra. He's from California, and they
are Circle Racing wheels. Aluminium, not steel, and Don doesn't suggest them
for street use. Stats are 16X8, 0 offset. About $190+ per wheel.
Here are the wheels I'm running in a 15X8" on my Solo1&2 Supra

Steel wheels, because the aluminiums just weren't in the budget. I got mine
in white, powdercoat. They will powdercoat in a few different colors. If you
want them in a hurry, it costs more, if you wait like I did, it doesn't cost
you a thing. The will make them in almost any offset/backspacing you want.
Only down side is, the ARE NOT hub centric, and you have to use 45 degree
taper lugs.
I got my set for under $350, including shipping and lug nuts.
