The RA60 hubs and disks should bolt to the spindle of the ST141 struts. The calipers probably will need a converion plate made for them to fit. To stop a Corona with 1G-GTE, they would probably be legal. But performance would be borderline if you are driving hard I would think. I have similar brakes on my corolla, 2T-G engine, and they work ok, on the track even.

RA60 brakes are a direct bolt on, no backing plate etc is required. A friend of mine has done this exact conversion on his ST141 Corona. With good pads they should perform well enough. I have these brakes on my RA23 Celica and they're awesome.
