if you lower it more than a percentage of the factory ride height you need an engineers cert.
not sure what percentage it is over in NSW
i know someone in NSW who lowered a hilux severely and had to get all kinds of bumpsteer tests and shit done

I've just been to the NSW RTA website and pulled this info of it FYI. I had previously looked this up for my own benefit and thought I got an actual minimum clearance in millimetres but this time this is what I found. ==> Page 6 of the RTA's Vehicle Standards Information Sheet No.6 states under the heading SUSPENSION that "... the following suspension modifications are not acceptable: ... d) fitting any additional components or altering the suspension height so that any part of the vehicle other than a wheel or tyre can contact the road in the event of a tyre deflation. ..."
Hope this helps.

The short answer Les is no. Like a lot of cops they will try and book you for things that are simply wrong if they think you do not know any better.
What Scorpion was saying is that any suspension change connot cause any part of the wheel to contact part of the suspension (sensible), and should you get a flat no part of said suspension should touch the road etc (also sensible).
I actually have copies of all the applicable RTA documents and DOTARS (ADRs) in my glove box for such moments as when an officer tries to pull one.
Anyway 6 and 9 is what you will need and they make sense really:
