Start ringing around the various jap importers, they're pretty small & could be packaged & mailed.

Any compliance centre (I use The House of Auto Styling in Capalaba, Brisbane) should have a hydraulic machine which expands your existing fuel inlet, allowing for a new fitting to be glued in using a special glue. This fitting has the restrictor and gate flap in place.
Total cost is usually $50 - $60 including a new ratchet type fuel cap.
