2 dowel locations in 4AG cam gears......why?

why are there two notches cut in the 4AGE/GZE cam gears? they are not quite 180 degrees apart, one seems to set the cam about 8 degrees advanced from the other position.
Any ideas? (I wish I had a 4AGE factory manual!)

when you align the timing marks at the top of the head one hole suits the intake cam and the other suits the exhaust cam
